  Description:

If a storage node is added to a cluster during verification (neoctl add ...), the storage tries to initialize itself by requesting the lastIds to the master, which is not supported while verifying.
The StartOperation packet sent to storages must be postponed after the verification step or the master should answer to this request before the service.
