If you look carefully, the file is not actually here.
ERP5 searches for a TemplateTool_getModifiedObjectList.xml.xml file, and
you have in your directory TemplateTool_getModifiedObjectList.xml

Please follow carefully the instructions on 
http://www.erp5.org/HowToUseBuildout to install the buildout.
If you run into troubles following those intructions, please tell us, so 
we can improve the documentation.

I myself installed a buildout one week ago on a Debian machine with 
flying colors.
