Ok.

I learn why this error.

Inside zope2.8-sandbox.postinst script, when no sandbox instance is 
present the following 2 lines (starting at line 84) return error 10

db_set $PKG/admin-password ""
db_set $PKG/admin-password-confirmation ""

I make the sanbox instance by hand and all works fine.
