[Erp5-users] Can't add element which portal type is "item"

Hello!
 
I can't add element which portal type is "item". In  "Action" control
there is no "add item" and if I click on toolbar's button "New" the
message 
"You are not allowed to add new content in this context." 
appears. 

But I can add new elements of "Apparel Fabric Item" and "Apparel Bath"
portal type. As I understand adding new item should allow me to use
traceability of resources. What I've done wrong?
