Your question can not be answered as such.

SME: how you need to define it ?
Implement: what is covered by the imlementation ?
Cost: what is your way of defining a cost ?

I would say that the answer with ERP5 is anything between
-10,000,000 EUR to +2,000,000 EUR (which includes zero cost).

Negative values represent profit (eg. negative cost) related to the 
implementation.

Posivitive values represent all costs (internal + external) in an SME where 
employees receive high salaries. The largest part of the cost is therefore 
taken by internal costs.

Zero represents an SME which downloads ERP5 and makes it work by themselves 
(such as some we know in Europe).

All the these costs are equally relevant or equally meaningless. I would

To summarise, this document explains that "the cost" of something does not 
exist as such unlike "the price" of something. However, it is possible to 
compare scenarii of cash flow related to decision making.

Regarding the implementation time, it can be anything between half a day and 
2 years with ERP5. Half day is a quick configuration of standard ERP5. 2 
years is the configuration of huge system with hundred custom workflows, 
automatic testing, multiple interfaces, extensive scalabiilty optimisation 
and extensive migration simulation.

What happens nowadays is that SMEs behave more and more like multinationals. 
The same have also become true with non profit associations. As a result, 
SMEs requirements for ERPs have become as complex sometimes as for 
multinationals.
