The current user needs the "Assignee" or "Assignor" role.

The easyiest way is to create a user in the portal's user folder using the 
ZMI :
   /erp5/acl_users/manage_workspace
and give your user some roles using this interface.

N.B. You can see the needed roles for this transition on the workflow 
configuration:
/erp5/portal_workflow/validation_workflow/transitions/validate_action/manage_properties
