I was able to install new templates using the following instructions:

1.  From Zope Management Interface browse to /erp5/portal_templates
2.  Select View tab
3.  Click Import/Export icon (page with up/down arrows)
4.  Exchange Select should be set to Import Business Template
5.  Set Business Template Id to unique name, can be 2 or 3 if following default scheme
6.  Click on Choose and select .bt5 file to import and click Import Business Template
7.  Click on ID or Title of newly created business template, should be at /erp5/portal_templates/<imported-template>
8.  Select Install Business Template from Action menu
9.  Click Validate Workflow Action
10. Business template is now installed and can be accessed through Modules menu on erp5 main page
