In short: current plan is to fix it as part of the ongoing simulation refactoring, in 6 to 12 months. 

History: this bt5 was implemented in production site many years ago. It is no longer used.

It would be interesting to improve this bt5, but for now there are no resources available for that and the simulation refactoring must be completed first in order not to work for nothing. The unit test for immobilisation gives an interesting starting point towards a more flexible approach, capable of supporting various legislations.
