Tools are never created on update.

You can add missing tools using the ZMI :
Visit the 'manage' page for your erp5 site, then use the drop down list to add
tools :
  Add ERP5 Tool ... ERP5 Order Tool 
  Add ERP5Form Tool ... ERP5 Preference Tool
